To be completely honest, I really dislike this. The face is reaaaaaallllyyy weird, if you look at it sideways it looks really odd. The lips aren't right (shape wise) and the chin, cheekbone and neck shading is really off. The only thing I like is the hair, I am sorry to sound rude or mean, but just trying to be constructive. For example the brows are not the same shape, and the yellow make-up looks odd.
It seems kinda mean, but I get where you're coming from. The lips and the chin are right in shading and shape since I used a reference picture on the face. The light was point down at her from the upper left corner, like above her chin. All the shadows, like on the cheek bone, were thicker and darker compared to the other spaces of her face. And yeah, I pointed out the neck disgusts me:) I didn't use the reference photo for that. Surprisingly, the hair was the most rushed piece of the graphic, but I really loved how it turned out and I'm glad you like at least that piece of the graphic:)
I totally disagree with Lige(yet I don't have his skills so I may be wrong). I absolutely adore this! Although the yellow eyeshadow is a turn off to me it's still very pretty!
I really dislike the skin shading at this graphic (please don't get me wrong, I always LOVE your skin technique), it somehow looks too harsh and a bit odd. But I really like the lips and I simply love the hair! Maybe you can still edit the skin a bit and update the graphic, but it's up to you. :)

Nah, it was just something I did when I was bored. I could of done SOOOOO much better, but I don't care much for it:)
